This autumn, AEGEE - Beograd is hosting a four day seminar (‘Bricks in Visa Wall’) which will gather 30 participants, students from Europe, discussing the impact of the current EU visa policy on the students coming from the South Eastern Europe. Participants will thoroughly analyze the current visa policy applied by the EU countries of students coming from non-EU countries, propose changes that would allow young people from the South Eastern Europe to travel with less difficulties and in the end plan the political campaign for the effective implementation of these foreign policy modifications. We feel a strong need to approach the relevant EU policy makers and persons of responsibility and pursue our goal in improving the currently imposed visa regime. We are well aware of our lack of specific and professional policy expertise necessary to form and discuss realistic proposals that will eventually convince the EU countries’ visa regime policy makers. That is why we have agreed upon organizing this seminar in order to deepen this topic, acquire relevant reports and data on the impact of the current visa regime on young people from South Eastern Europe and finally form a draft implemental policy proposal that will in the end be presented to the relevant EU visa regime policy makers. As a well renown Students’ organization, AEGEE has experienced problems of young people coming from South Eastern Europe caused by the discriminative visa regime towards them, based only on their geographical and national background. However, we share the opinion that this doesn’t prove to be a lasting solution and thus we have come to a conclusion that the current visa regime needs to be modified. One of the strongest reasons in believing so is the fact that a great number of young people are withheld their basic right to education (non – formal, in – formal as well as university education) through various international academic programs currently active in the countries of the EU. Also this immobility is consequently inhibiting the process of democratization and development of countries in the region of South Eastern Europe. We see the high importance of achieving this goal since it proves to be one of the last keystones slowing the ongoing integration of the South Eastern European region into the European Youth Community as well as for the fact that we have experienced limitations and obstacles caused by the current visa regime, for numerous times. This seminar has the goal of developing participants’ knowledge and confidence in negotiating the visa obstacles resolving on behalf of their NGOs, their students’ and youth organizations as well as for themselves in particular. The main effect of this seminar will be visible in the youth sector in the South Eastern European countries, within the activities conducted by other various NGOs and youth organizations dealing with young people from this region. We hope this will result in higher quality of official documents (e.g. invitation letters, guarantee papers etc.) submitted to embassies’ officials in order of acquiring the necessary visas for entering the EU countries. The results of the seminar will be presented on the internet web site of AEGEE Europe (http://www.aegee.org). Also, the documented results will be distributed and promoted throughout other activities of the ‘Take Control – Ways to Democracy in Europe’ project and will be held as basic documents to be used for the simulation of the Model of The European Union, taking place short after this seminar, in Strasbourg, France (20-25.November 2006.) |
